Case:

At around 4:30 a.m. on Saturday, December 22, 2007, the Windsor Police Service (WPS) responded to an emergency call in an alley behind the Box Office Bar, in the 500 block of Pelissier Street, in the downtown area of Windsor, Ontario. A fight had broken out and a man was shot multiple times. The victim, Luis Acosta-Escobar, later succumbed to his injuries, leaving behind his family, partner and then 19-month old son.

Mohamud Abukar Hagi is wanted by WPS on a Canada-wide warrant for the murder of Acosta-Escobar. Hagi has been actively evading arrest since 2007. He has since reportedly been seen in Windsor, Toronto and Edmonton. He has been known to disguise himself as a woman to evade the authorities. 

Anyone offering Hagi assistance in evading arrest may be considered an accessory after the fact. Section 240 of the Criminal Code of Canada states that “every one who is an accessory after the fact to murder is guilty of an indictable offence and liable to imprisonment for life.”

Thursday, June 14, 2018 was a beautiful summer day in Toronto. Just like thousands of others across the city, about 15 children were playing in their community playground, in the McCowan Road and Steeles Avenue area of Scarborough.

At approximately 5 p.m., two men stepped out of a car in a nearby parking lot, pulled out handguns, and started shooting at the playground, firing as many as 10 rounds. Two sisters, aged five and nine, were shot; the younger one in the abdomen and the older one in the leg. Both were rushed to the Hospital for Sick Children and underwent multiple surgeries. Although they have both recovered from their physical injuries, the girls continue to suffer from the psychological effects of the shooting, and the residents of this close-knit community are still traumatized.

Toronto Police Service investigators identified three suspects in this senseless shooting. The first two suspects were apprehended in 2018.

The last suspect at large, T’Quan Robertson, is wanted on a Canada-wide warrant for numerous charges including attempted murder and aggravated assault. Robertson is from Toronto and has numerous connections in the Greater Toronto Area. He is also known as “Top Gunna.”

Robertson must be considered armed and dangerous. Anyone offering him assistance in evading arrest may be considered an accessory after the fact.

On June 29, Toronto Police Service released the pictures of the other two suspects. Tarrick Rhoden and T’Quan Robertson, both 23-year-old, are wanted on Canada-wide warrants for numerous charges including attempted murder and aggravated assault.

Robertson is from Toronto and has numerous connections in the Greater Toronto Area. He is also known as “Top Gunna.” He must be considered armed and dangerous. Anyone offering Robertson assistance in evading arrest may be considered an accessory after the fact, which is punishable by up to 14 years in prison.

At approximately 2 a.m. on Monday, October 23, 2017, the Royal Canadian Mounted Police (RCMP) Surrey Detachment responded to an emergency call near King George Boulevard and Crescent Road in Surrey, British Columbia. The first officers on the scene found a male suffering from multiple gunshot wounds. The victim, Nicholas Khabra, was rushed to hospital but later succumbed to his injuries.

Brandon Nathan Teixeira is wanted by the RCMP on a Canada-wide arrest warrant for the murder of Nicholas Khabra. 

Teixeira has strong ties to the Lower Mainland of British Columbia as well as Alberta. Investigators believe he may be hiding somewhere in the Lower Mainland or have fled to Calgary or Edmonton. But he could be hiding anywhere in Canada. 

Teixeira is considered armed and extremely dangerous. He is well known to the police for crimes committed in the Lower Mainland.

Shortly after 4 p.m. on Friday, February 6, 2009, gunfire broke out in the busy parking lot of the Thunderbird Village Mall, in the Vancouver suburb of Langley, British Columbia. Witnesses described a frantic scene, with multiple shooters firing at a grey Lincoln pickup. Bystanders could have easily been wounded or killed by stray bullets or fleeing vehicles.

This well-planned hit was part of an ongoing war between Lower Mainland gangs. The target, 26-year-old Kevin LeClair, suffered multiple gunshot wounds and died in hospital two days later. He was a known gang member who had switched allegiance from the United Nations (UN) gang to its rivals, the Bacon brothers and their allies, the Red Scorpions.

On January 24, 2011, after many years of investigation, the Royal Canadian Mounted Police (RCMP) charged several UN gang members for the murder of LeClair. In 2014, after a 3-year international manhunt, a well-known UN hitman was located and apprehended in Mexico and returned to Canada. He was convicted of first-degree murder on June 1, 2018. Furthermore, on July 27, 2018, another individual involved in the murder was located and arrested in Oshawa, Ontario.

Also charged for LeClair’s murder is Vancouver-native Conor Vincent D’Monte. D’Monte is wanted on a Canada-wide warrant for the murder of LeClair, as well as for conspiracy to murder the Bacon brothers and their associates. D’Monte fled Canada in early 2011 and was last seen in August 2011 in Southern California. D’Monte is known to have numerous connections, not only in Canada and the United States but also in Asia, Europe, and Mexico.

D’Monte must be considered armed and extremely dangerous. Anyone offering him assistance in evading arrest may be considered an accessory after the fact.
